The G7 must commit to further steps to thwart the fund raising activities of terrorist organizations and must achieve greater international cooperation in this effort.
The Denver Communiqué does address is issues of terrorism; however, it does not advance significant new proposals in this area. The Communiqué insists that the G7 will take additional steps to further international coordination of antiterrorism efforts but it does not mention a specific plan to thwart the finance efforts behind terrorist acts. The fact that no ground was ceded on the terrorism issue at Denver is the reason the score was not lower than C.
