Key concepts
ODA:	Official Development Assistance is government-contributed development aid (consists of loans, grants, technical assistance and other forms of cooperation extended by governments to developing countries)
ODA / GNI:	Percentage of official development assitance out of the total gross national income (GNP) in a country
Debt relief:	Amount paid to the Debt Relief Trust Fund governed by World Bank (multilateral + bilateral debt relief)
Program-Based Aid:	% of aid provided as program-based approaches ("Paris Declaration" indicator on aid effectiveness); based on a 2008 monitoring survey
