July 6 2005/16:30 - Media Centre, Gleneagles, Scotland (by Sarah Brun)

President of the European Commission, Jose Manuel Barroso

image of President of the European Commission, Jose Manuel Barroso The President of the European Union, Mr. Barroso, began his briefing by reminding the press that the EU was in fact the ninth member of the G8. In his attention-grabbing opening statements, the President used strong language when discussing poverty; saying it was a shame that so little progress had been made. He termed it morally unacceptable. If the world continues on the slow slope to help we see today, he said, the goal would not be reached until sometime after 2100. The current goal set by leaders is 2015, therefore stronger action is needed.

Mr. Barroso continued by reiterating what the EU was doing in terms of foreign aid. The Union is committing 0.56% of their net income to foreign aid and are planning on increasing this to 0.7% by 2015. At 34 billion Euros, this makes them the biggest aid donor.

The most significant announcement made by Barroso was his pledge to commit 1 billion in aid per year from 2007-2013, which is the next EU budget term. Barroso said it was important to continue not only funding developing nations, but to also focus on ensuring sustainable development, democracy, good transparent governance and the maintaining of human rights.

In a brief closing statement, the President touched on climate change, saying he was committed to the Kyoto accord, which he viewed as a first and important step. He make an implicit reference to the United States when he said he hoped that all countries would see the importance of climate control and make the right decision.
