18. Certainly the G7, rather than any competing international institutional system,
has had by far the leading role in the major processes of transformation in the
international system over the past decade - supporting the democratic and market
transition in the USSR/Russia and other once communist countires through increased
participation in major international institutions and the provision of financial and
other assistance.
